A Spy Story

I have an inkling of an idea. The main character is in the CIA in or near another country opposed to the U.S. And she decided to betray the U.S. by meeting with a high-ranking intelligence official from that country. The reason? The rulers of his country are so powerful and strong, unlike her weak president and the whims of democracy. To prove her loyalty, he has his way with her.

Any thoughts as to a good country to have this take place in?

me i'd say take a map of the area surrounding Russia and throw a dart. Whatever minor country it hits thats what you use.

THose are obvious choices.
Small countries around Russia are all pretty weak or non-influential, no matter what they try to appear to be.

You want to avoid NATO-block countries and EU countries, because they'd just sell her in back to USA immediately.

Yea Nezhul has a good point about Nato-block and EU countries, but i'd still argue for a story like that you'd want to choose some place around Russia, or China. I mean look at hollywood movies these days, don't about 80% of the war movies these days usually involve going to some fictional h*ll hole european country that has a meglomaniac dictator who wants to challenge the U.S.?

She could use sex to make him talk too. Or maybe one fuck isn't enough to prove her loyalty and he makes her fuck the entire team. You could plump for Mexico the way things are going at the moment. And it's not far from home. He could make her fuck the gang in sight of the Rio Grande.

Invent your countries. Model them on obvious realities. We all know what Metropolis and Gotham mean, hey? Maybe give yours names like Lower Slobovia (capitol is Mollusc) and Goatfuckistan (capitol is Bagbite). The states are run by the usual vicious asswipes and sociopaths. Equally-corrupt USA officials, agents, and scoundrels play ritualized games with their adversaries; "Money for nothing and the chicks for free" goes the song. It's Byzantium on steroids.
