For one thing, you’d have to realize something like that definitely belongs in the non-consent category. Not every woman going about her day would be pleased to have that feeling forced on her while in a business meeting or trying to drive or having dinner with her family. Also, if/when these women find out that sensation is being controlled by an actual person, don’t expect realistic female characters to all be instantly grateful and aroused…more like violated and angry.

But I think, the violation, the non-con aspect is wanted here. To broaden its appeal, it probably need some constraints placed on it.
There could be three directions it could be developed:
-- voodoo doll: the perpetrator needs to obtain connection with the victim through a personal item or excretions of the victim. Be it a hair, used panties, used washcloth, sweaty shirt, whatever. "Better" or more of the stuff may ease or strengthen the connection. So, a stalking expedition is necessary before we start to play, and it's still possible to return empty handed from the hunt.
-- gradual connection: the initial effect on the victim isn't immediate sense of penetration, but simply a heightened arousal state. Only if the victim gives in on the urge and starts masturbating themselves the feelings develop into full on simulation of penetration.

I think if written well enough, you could suspend disbelief around it by having the targets all be one of two things; A) sluts, and/or B) conveniently placed, like asleep (realistic wet dream) in the shower (damn my hand felt so good just then) and otherwise on their own (I'm horny but don't have something to spark the fire.)
What I'd probably suggest, though, to enhance the idea, is to add a sort of 'rule' to this magic - like the game where you can pick a superpower, but have to have a condition. HARD disagree. Unless the main character has the express consent of the persons he’s magically fucking, it is rape. These people could be the sluttiest sluts who ever did slut; they could love sex more than anything, but that does NOT equal consent.

Fair, I suppose the story would be implied consent, described through the women enjoying the activities. Anyway, granted the unaware is a risky one, but the knowing partner or wife would be on the table. A unique concept for public play or fun around the house - using the toy in the bedroom while she's in the shower, etc. Just ideas, anyway.

Of course. It's non-con. But non-con is a kink that has fans at both ends, both rapists and willing rapees. It comes in many gradations, and this could be adjusted relatively easily to any of those levels, even "Consensual Non-Consent" that is a thing too. I think the idea has it's cousins in "portal sex" stories, where person's genitals are relocated relatively to their body, to be abused by unknowns. Wearing the portal device is usually an act nominally consented to, though, even if often through coercive pressure.
