It looks like it might be the new on-side kick option from the 25 yard line. It has a lot of support but I don't like it myself. Kicking adds a layer of unpredictability that a normal play doesn't usually have. However it does offer an opportunity for fantasy points that were not there before.

It sounds like it would favor a handful of elite quarterbacks while penalizing the rest of the league. It sounds like more lopsided scoring in favor of the elite teams. Under current onside rules the receiving team gets the ball on or around the 45 yard line and needs to move the ball 10 yards for a field goal attempt. A failed 4th and 15 is instant field goal range. I vote no.
 
I wouldn't want to give Drew Brees, Rodgers, or Brady a 4th & 15 as a "penalty."
