10 states will probably lose seats and 7 gain seats.

9 states lose seats while still growing in population, but with less growth than the national average. Florida and Texas gain the most, while California has its first loss. Regionally, the west and the south gain while the northern middle and northeast lose seats.

The increasing concentration in a few states may increase the presidential campaign tendency to focus on those states while ignoring entire regions of the nation.
