Neither Perrone nor any other official here will confirm the identity of Khadr, or any of the other 620 or so prisoners being held here, let alone allow access to detainees. But the U.S. State Department has confirmed Khadr's presence in exchanges with Canada's foreign affairs department, which has been trying without success for months to get access to the 16-year-old Canadian citizen who lived in Scarborough as recently as the summer of 2001.

It is about 10 p.m. and the sea breeze blowing in off the water is finally starting to cool the air on the leeward side of Guantanamo Bay. On the patio outside the Combined Bachelor's Quarters, where most visitors to the base stay, a group of military intelligence personnel are taking some time to unwind. Among the group are representatives of some of the coalition partners in U.S. President George W. Bush's war on terrorism — Britain, Germany, Denmark, Belgium.

"We're all based at CentCom," one of the group offers by way of introduction. He's talking about the U.S. military's Central Command, in Tampa. "We're here to do analysis of the intelligence being gathered from the detainees. What do you do?" he asks.

"I'm a journalist."

That's where the conversation ends.
