How do you tell?

There are a couple ways. But if they always show as "last seen days ago" and their profile pic is no longer available to you and it reverts back to the standard Skype icon. You can always try sending messages too. If it doesn't go through. It means they either deleted Skype or they blocked you. Sometimes it'll say "This user doesn't share their info with you" means you are blocked.
