Probably because a homeowner has no other choice. It is exactly as take-it-or-leave-it as any dealing with a state-owned enterprise in the Soviet Union. Or as any software end-user agreement -- even if you take time to read it, there's never any point in shopping around for a better deal, is there?

I lived there decades ago, it’s still a Humphrey/Mondale/Franken/Klobuchar old school Democratic place.

Which makes us an alt-reich adjacent purple state now.

Practically libertoonian free compared to the progressive blue states like California and New York.

All legal here, because moderate and liberal.

So long as we keep that "progressive" cancer contained in the cities anyhow.

That's not all that different from an energy deal I could have participated in when I lived in Arizona a few years back.
Discounts if I agreed to run the washer and dryer and dishwasher after peak demand hours, plus some other stuff that I forget now. I never read into deep enough for the power company to know when I was using my dishwasher or clothes dryer, but I'm sure they had that nailed down.
I skipped the deal.

I went and looked up my electric service here in Texas. Smart thermostat opt-in is a sucker deal, you get a one-time $25 credit for signing up and a 1 cent reduction in Kwh charge for every Kwh you use over 2000kwh a month. My average is 800 Kwh a month for a four bedroom home over 12 months, my highest usage is 2100 Kwh in July. Not worth it.

I can see how low-intelligence fixed-income dingleberries would be drawn to those sort of "savings".
