I presume he meant Trump since he’s been sued and had to pay out for it before (multiple accusers by now).
I assumed it was a 'complete the title' challenge.
The answer could also be, 'fraudster of pet charities', 'bankrupt', 'person who has stolen state secrets' or hundreds of alternatives. But 'rapist' was short and easy to spell.
