Once upon a Time there was an administration. And there was a storm. The storm devastated a state. The administration bungled any help to that state badly. The entire country watched in horror as that same administration politicized and dodged and lied and manipulated and acted incredibly corruptly when that failure was going to affect their election chances. Including in those watching were those watching that administration. And those watching that administration do such criminal behavior while American citizens died, decided not to show up to vote for that administration. That's what happened to the vote.
 
Disasters never happened before and if they did, they were handled perfectly, we know, we know everything.

There were 20 millions less overall. Neither candidate pursuaded those folks to vote.

Harris has over 66 million votes so far, not 60 million, and the counting hasn't stopped.

It appears that when the counting stops the total number of votes, especially for the Democratic candidate, will be significantly less than 4 years ago. 2020 was a year of unusually high turnout -- 66% v. about 60% 4 years before that. There's nothing nefarious about it; polls predicted an unusually high turnout months before it happened.
