A self-proclaimed "Alpha Male" like Wat_Tyler could easily make short work of these public threats out with his sooperior marksmanship, but right now there's way too many petty legal consequences.

"Qualified Immunity For Erryone" would allow citizens to help police clean up the streets, keep white folks from going to prison for silly firearms-related offenses, and provide armed citizens with valuable training shooting humans if, again "G-d forbid", a revolution is needed (or a Democrat is subsequently elected)!!
