Not a Legal Eagle here, but, here is my perspective. A "public park" is PUBLIC - and - if a cop exposed himself in a public park, that would pretty much be a case that would get thrown out in court over entrapment - and the cop would also be on the hook for "indecent exposure" (depending on the size of his cock - hahaha). However, cops are trained in how to bait individuals, so I would say that one might "encourage" you to pull your cock out, and then you're fucked (and not in a good way).

On the other hand, although I've had concerns about "raids" in Adult Book Store video areas, I've never experienced any over the past 50 years. ABSs are "private" businesses - and - what goes on in them is less scrutinized than what goes on in public places.
