The suspenders are meant to hold up the stockings.
There is still enough space to pull the knickers down for going to the toilet and sex.

Suspenders would still hold the stockings if panties were put on top. And you could remove panties completely if you wanted... But yes, there are very different opinions on whether panties should be last on or not.
