No law is 100% effective. The point of laws is to reduce the number of people committing the offense, even though we can’t eradicate it entirely. Sure, if we make private ownership of firearms illegal, a few scofflaws will hang on to them, but most people will decide having a gun around isn’t worth the expense or the risk.

The simple fact is when you write laws only those who 100% believe that the government is always right follow all of them. Those that disagree will not follow the laws. Hence rioting, looting, violence in the streets, take over of private property, attacking public buildings, vandalism, and arson, which have laws making them all illegal were ignored by radicals seeking a violent overthrow of a system they regard as corrupt and discriminatory. I live in LA and ride mass transit. I’m more afraid of being killed by a careless driver when I’m walking to the station than being shot.
