A lady can do as she pleases of course, and while I have seen a lady do this a few times, it seems kind of odd to wear an ankle bracelet UNDERNEATH a pair of pantyhose. They are just not as noticeable that way which may be the point, along with, being held firmy on their ankle so they don't jiggle around.

I like anklets though, and prefer them to be worn on the outside.
