How does a thread get closed for further replies?

I bumped into a thread today that was "closed for further replies."
Who does that? The author? The admins (is there a way to contact 'the admins?')
Just curious.

Anyone can report the thread and suggest that it be closed. In the case of the thread you are thinking of, the OP reported it and requested the thread be closed because it was getting too politically off topic.

You could report the thread if it's yours, and explain why you want it closed.
