You are correct. It is a rare occurrence. Unless it is a smaller beach and is occupied mainly by gay guys, then things are more relaxed. Or as you said, in places where people go to fuck outdoors.

Actual nudism has very little to do with sex. To the point, you will see the struggle between swingers and nudists.
