From what I have personally seen, in an overall sense you are correct.
The most "popular" authors do tend to win more often than not.
That being said, there are some cases where they do not, and that's always great to see.

Doesn't it make sense the most popular authors often win?

I mean, they didnt get popular by publishing garbage. They are popular because the consistantly put out good quality stories.

Possibly.
Lot of different reasons, someone could be popular.
 
Monthly Contests and Competitions seem to be decided based on favourites/voting. The same few names seem to get the recognition each time, and all of them have enough followers to make Putin jealous. Presumably, therefore, this means those with a low follower count have an up-hill battle.

At the risk of sounding petulant, are there any awards or competitions that can be won based purely on quality. thus levelling the playing field?
Personally, I enter the comps for the challenge and to get more reads, which is reward enough for me.

There's a correlation between "being popular" and "writing the kind of material people are likely to vote for." So it's not surprising. At the same time, it's not unusual to see new authors or authors who don't have as many followers win contests as well, and that's encouraging.
