I only have the beginnings of a chapter one outline written but if anyone wants to take on this story feel free to :)

After seeing him at a party Kylie gets one of Toms numbers from his agent,he at first really does not like Kylie he sees her as this dumb party girl who’s only famous for her name, he thinks she’s nothing compared to Zendaya, all Kylie wants is Tom she thinks Zendayas a dumb ugly bitch and she knows Tom can be so much more she knows if she can just get into his head he could make him see how much better she is than his current girlfriend. So, Kylie and Tom start texting and she begins her plot sending him photos and she ends up letting him know she’ll be in London, so they meet up and plan to go out for drinks or dinner in a friendly way and I was thinking maybe before they go out Kylie slips an corruption potion into toms drink that will slowly turn him into the exact opposite of who he is, he’ll begin to become more materialist and begin to see himself as a celeb who’s above everyone else and will slowly become the king to Kylie’s evil empire. As the night goes on he begins to feel the effects of the potion different thoughts passing through his head, maybe he snaps at the waiter which he’d normally never do but the potions beginning to effect him. Maybe after they go to a nightclub that Kylie suggests hoping to get more of toms morals away and that’s where they get really close and dance together maybe she’s grinding on him and a paparazzi gets a snap of them. When he wakes up he doesn’t remember and texts Kylie to ask what happened last night but she plays it kind of aloof like she doesn’t know until later she sends him the article of her and him dancing in the club he gets so upset with himself for acting like that and tries to break off all communication with her but the corruption has already begun and he won’t be able to stop or control himself

Indeed it reads like those characters should be known from some other, unknown context. However, we learn quite a lot about both of them in this snippet already, even if mainly by implications, but that's not bad way to get complex situation across quickly and without tons of boring exposition.

That's quite explicitly explained: it turns the the person's character into the exact opposite, gradually.

Although it's possible it's born as derivative from something, I think there's solid beginnings of an original story. The writing would have benefited from some structural white space though.

Where do you get the idea that this is purported to be a true story? It's a fantasy about celebrities.

Indeed, a true story about a magic potion?

So the solution here is obvious. If those exact names are indeed in use as implied by some (not that I have any idea who they are), all that's necessary is to change the names and simply write about people that closely resemble the prototype characters but don't insist of being them and change some little things. But perhaps even retaining enough subtle reference the insiders would recognize the prototypes anyway.
