Engelman has a point that everyone is trying to avoid and that point is that there is a serious problem within the nations black communities. If there can be no agreement on that point then there is no basis for discussion.
Me? I don't care what you blame it on but I will submit that no law passed by man will solve the problem. And no amount of money spent will solve the problem either. We've been throwing money at the problem for 60 years now with no real signs of improvement. And there are some that would argue, with some merit, that the problem has gotten worse.
Any real and significant solution will have to come from within the black community itself. They will have to decide that enough is enough and take action.
