Yeah, but when you look at that, most of it's from the big blue cities in the lovely red states. Like, say , Atlanta. Or New Orleans. Pick a state, pick a city, it's generally the same inconvenient elephant in the room. Take that city out of the equation, and low and behold.....the stats are so much lower. Funny, that. Personally I think eastern Oregon has the right idea. Leave and join Idaho. Separation, a la Eastern Oregon divorcing Portland and the blue coast, is the best cure, and giving more power to the States, and less opportunity for Congress and the President to intervene in what should be State responsibilities.Not to mention red states have higher crime rates overall than blue.

Don’t cloud the issue with facts. Baltimore is an easy fix, shitcan the teachers union, put student funding in the parents/ student hands, school choice, shitcan inept teachers, get rid rid of tenure and instill discipline in the ranks. Parents need to take back school boards. Parents need to be more involved with their kids and not send them to school for upbringing. The system rewards schools based on grades, not need...which is why schools do shit like changing the grades.No it's not corruption. That is where your stupid starts!!
It's a problem of the school system. It is now required to pass through students since failure is not an option, because parents don't want their children to be failed and have to spend extra years gaining their high school diplomas.
Also:
Psychologist have shown that students who fail also suffer from this mentally as well. The generic term is "School Failure". Students often start a negative spiral after failing to advance, leading to dropping out of school. Even though they are intellectually able to succeed.
There are a range of disorders that children grow out of or can be controlled, such as ADHD which contribute to the difficulty to succeed in the early years of school.
The push for this "advance in grades" has been and always lead by parents....the school boards have just caved in to the pressure over the decades ( from parents and professionals). Implemented systems to offer extra support to children who are "bumped" ahead.
Myself I do not agree with this, but, having had a child who did suffer from ADHD, who still graduated with his friends, I am not sure if they were better served mentally by this process, since through out the whole time in school they were always at the back of the pack, struggling to advance. Where as if they were to be held back initially in grade one, they would have been possible given enough time to catch up and leap ahead.
