Its an Ontario thing. They leave the grapes on the vine until they freeze (first night below 32F) so all the sugar from the plant goes into the grapes. They press them while they are still frozen...a very sweet wine, but expensive AF even here where they make it.

Since the water is frozen in the grapes, it’s a more concentrated juice and heavy on the sugars. It’s expensive cause you can only get the grapes after that only that first freeze. So very small amount made just due to availability.
