how many left due to the threats of wildfire? drought? environmental concerns?

Not as many who have left for economic and political purposes. The loss in billions in taxable income indicates only the productive have left. In 2016 1800 businesses left California that set a record going back to 2008. In the nine year period after 2008 the state of California lost 13,000 businesses. "275,000 jobs and $76.7 billion in capital funds were diverted out of California. The departing companies acquired at least 133 million square feet elsewhere." That square footage would have been taxable in California.

California businesses are leaving the state in droves. In just 2018 and 2019—economic boom years—765 commercial facilities left California. This exodus doesn’t count Charles Schwab’s announcement to leave San Francisco next year. Nor does it include the 13,000 estimated businesses to have left between 2009 and 2016.

The reason? Economics, plain and simple. California is too expensive, and its taxes and regulations are too high. The Tax Foundation ranks California 48th in terms of business climate. California is also ranked 48th in terms of regulatory burdens. And California’s cost of living is 50 percent higher than the national average.

These statistics show why California’s business and living climate have become so challenging. But the frustrations that California entrepreneurs face every day present a different way of understanding their relocation decisions.
Erica Douglas, a young tech entrepreneur, moved her company, Whoosh Traffic, from San Diego to Austin, Texas, a few years ago. Here is what she had to say:

“Dear California,

“I’m leaving you. I’ve struggled with a government that is notoriously business-unfriendly—with everything from high taxes on earning to badgering businesses to work more to comply with bureaucracy. I paid enough in California income tax in one year alone to hire another worker for my business. And you charge me $800 annually as a corporation fee, when most states charge just a few dollars.”

California can afford to lose more business and revenue than the gross receipts of any middle America red state in the union. Perhaps someday they will not be so generous about supporting welfare industries in other states with their contributions to federal taxes.

I recently left because the quality of life is deteriorating rapidly and taxes are ridiculous. The only positive thing about CA tax policy is Prop 13. I still own property there but in my new state, my overall tax burden is a fraction of what I was paying in CA. Beautiful homes on spacious lots, natural gas is not under siege, low taxes, no homeless encampments along the sidewalks, low crime, good schools, plenty of water, no wildfires that spread thick smoke for miles, no pension liability crisis.

Wildfires = poor forest management, a fact admitted to by our wonderful governor.

Water = no plan except to put stacks of folded paper grifted from the taxpayers into the empty reservoirs and pretend it's "water." The drought in Ca has been an ongoing issue since the 1990's and they STILL can't manage to get their heads out of their asses and build desalination plants.

Environmental = have you seen what a homeless encampment looks like? Or smells like? More fail by the man you tout as "wonderful."

Desalination requires cheap energy, which California doesn't have. As most of the west gets drier, it will lose hydroelectricity, so that is the desalination fantasy blown farther away in a dust storm.

Oops. Looks like Governor Newsom has a little problem on his hands. Actually twenty two and a half billion problems. After touting a $100 billion budget surplus as evidence of California’s progressive superiority last year, he was downright humble Tuesday when announcing a $22.5 billion deficit in the coming year. Meanwhile, his state nemesis, Texas, is reaping a record $32.7 billion surplus.
 
Canada is legally required but doesn't have the resources to provide universal healthcare. One of its desperation moves is pushing assisted suicide. Will California do that, or assume enough people will die just by living in California?

Nuisance is probably hoping a lot of those who need the healthcare will move out of California like all the rest are.

Then there's the State run programs for druggies - it's possible that the state is hoping for overdoses to lower the numbers of homeless and addicts.

Of course we can't forget about all the fentanyl coming across the border into California = more deaths.

Doing nothing about rising crime is just a backdoor way to incentivize more people to move out of state.

See? It's all part of the master plan.
 
Gavin Newsom was on Sarah Silverman's show I Love You America 6 years ago, starting at 17:40 in this video. Any Newsom speech or interview from that long ago may be worth viewing, to compare what he said to the results of his governorship.
