Well... it is complicated. the stockings that attach to garter belts are long and sit "thigh high"
However "thigh high stockings" are designed to be worn without a garter belt. They have elastic at the top and usually something akin to a rubber gasket to help them stay up.
And as MM says... they feel tight and with even slightly generous thighs they indent in a most unsexy way...or at least it feels that way

I think whether they work for you or not is based on your anatomy. I absolutely know people who love them and have no use for garter belts. For me they both don't stay up very well (or at all after 30 steps) or they are too uncomfortable to stand for long
