I agree.

Shoe dangling can mean so much. I mean, as you said, it could mean she is flirty and playful and wants to grab attention.

The flip side of that too is that she is just bored. You see this often at meetings, church and in waiting rooms, and as a guy that likes a lady barefoot or in heels, it plays into my fun side that would love to make her day a little better by being flirty and playful with her.

What could that mean?

Almost anything!

On a date with my wife one time, in being flirty with me and dangling her shoe and heel-popping, unbeknownst to me, she was also doing it for a man sitting at the bar. She did not tell me later that she knew she was doing it and driving two men insane at the same time.
