Yes, although he represents a safely blue district, he's not just conservative, he's never been remotely a team player with the Dems. He's the type you might find on Fox News talking trash about his colleagues. If you're wondering how he's survived in the Democratic primaries, remember Texas has open primaries, so Republicans can (and undoubtedly do) vote for him in the Democratic primary.
