Why is NOAA qualify for military service credits in the VA?

The surgeon general commands the U.S. Public Health Service (USPHS) Commissioned Corps, which is a uniformed service. I'll echo "your google broken"?

Many decades ago, when I was an Admiralty Civil Servant, we didn't wear a uniform. But whenever we went aboard a Royal Navy ship, we had to board wearing a hat which we would doff to the quarterback. In my office, we had 'The Hat' which anyone would borrow if going to a ship. It was battered, shapeless and ancient.

As an 'officer' I had my own official hat (apart from the white safety helmet I would wear when walking around the dockyard). In 1965 I was at sea on a Royal Navy ship when the Admiralty published an order saying that civil servants no longer had to wear a hat. Instead, when boarding, a nod towards the quarterdeck would do.

I ceremoniously consigned my hat to the Irish Sea.

The office hat was burned.

But if a Civil Servant, of whatever rank, was required to attend court, he/she would wear the official civil court dress - a cutaway jacket, braided edge trousers (or skirt) with braid representing the rank on the jacket. Buckingham Palace had a stock of such uniforms as required. My father wore the uniform so often he had his own made by Moss Bros. I was pleased I never had to. They didn't have any in extra extra large sizes.

Congress established that both are part of the military and thus are entitled and required to appear in uniform and earn credits as if they are military. The Surgeon General is given a military commission and is entitled to wear service ribbons on his uniform.
