No they are not. They are two separate things. Public unions protect lazy, entitled and workers who shouldn't be serving the public.

Like public schools the police should be a state issue....I blue shit holes want to protect terrible cops, that's just another day ending in y.
I don't think public servants should be permitted to unionize. ALL politicians are complete idiots, and public service unions end up raping the communities they serve. I cite NYS as a prime example. Public service unions have killed NYS.
