Have you heard of the dark skies initiative? It tries to help communities send less light into the night sky. One of the key ways is putting a roof on street lights that directs light down, not up.

So, at a college, the civil engineers sponsor a project to direct streetlights only on the sidewalks, resulting in lower wattage bulbs being needed. The light only falls on the sidewalk, leaving the enclosed grassy field dark. Where young couples can boink in secret, as they watch their well lit colleagues walk blissfully unaware only a few yards away.
 
Wow, this is indeed surprisingly overlooked direction.

The new tech age angle make an additional excuse and easy explanation of a change, but isn't in fact integrally necessary for such a darkness/light contrast scenario, with taking safety and concealment in the dark just outside the light.

I have, do enjoy the effect in real life, but mostly for undisturbed people watching.
