I'm all for EVs for fleet use and city people. But if you are driving any distance, how long does it take to charge up? If there are x number of charging stations, you have to wait for however long for your turn, then stand there for what... half an hour?
All that money for charging stations... is it going to be given to exxon to put plugs at their service stations?
Do you have to pay to use them?
My neighbor has a Tesla, but I've never talked to him about it. It's a girly car.
Charging an electric car can be done at home or at any public charging stations. Fully charging a car can be done in just 30 minutes, or it may take as long as half a day. How big your battery is, or how fast your charging point is may change the time required.

You're going to pay a lot more than 11 cents per kwh. The government is already devising ways to recover the $$$ they aren't getting from the gas tax on EVs.
