In 1996, people were talking about Powell as a presidential prospect . . . even though nobody seemed to know what his politics were. It was strange.
Not really. It was parallel to what happened with Dwight D. Eisenhower. The military icon of the moment. Both parties went after both men in their time, with neither having declared a party affiliation. Eisenhower bit and was considered the president pretty everyone wanted for eight years. It wasn't much of a stretch (other than his color) to think the same of Powell. Powell didn't bite, but he came close--he prepared both an acceptance and a rejection speech and decided which to give close to the last moment of the offer (again from backers in both parties).
That's an iffy basis to choose a president. Washington and Eisenhower were all right, but Grant was a disaster, letting corruption thrive under his nose.
