handcuff a 10 year old at gunpoint...wtf didn't he do? guilty of being non-white?

so police were investigating another incident, directed his dad to leave the area, dad mistakenly took one-way street which alerted police to him. the pointed a gun at the kid and cuffed him as he got out of the car.

even if the dad decided to take that wrong street deliberately, what on earth can justify them pointing a loaded weapon at an unarmed child and cuffing them on the street?
