dems proposing new act to 'restore the balance of power between the executive and legislative branches of gov't' as built into The Constitution, trying to rein in any potus going rogue and abusing governmental powers.

since trump dispatched with so many watchdogs and protectors of public interest, so he could ride roughshod over the people for self-serving interests, and with so many republicans/trumpsters claiming President Biden's overreaching in this administration, it should be simple to get through, right? right?

Neither party has any consistent position on the proper allocation of powers and functions between the legislature and the executive. Generally, a party demands more power for whichever branch it controls at the moment.

One thing that never changes is that the executive always wins in the long run. Its powers increase in an irreversible rachet-fashion from one administration to the next.

Based on the article, there is no reason to suspect Schiff and Pelosi do not actually intend to "put new limits on the use of presidential pardons, prohibit self-pardons and strengthen measures to prevent foreign election interference or illegal campaign activity by White House officials" and to "boost subpoena enforcement, protect inspectors general and watchdogs and strengthen oversight of emergency declarations." They appear to earnestly want those things even though there is a D in the WH at the moment.
