The poverty was there already -- any increase over the decades is mainly attributable to white flight, which does not add to the poverty but only removes the prosperity in comparative numbers and shrinks the tax base. And nothing the Dem city governments have done destroys commerce. Ill-advised urban renewal destroys a lot of things, but not that.
