The challenge is not solving problems. The challenge is to agree on what the problem is.
 
I don't think it's difficult to reach a bipartisan consensus on what America needs in the way of infrastructure repairs and upgrades; those are purely technical questions. The difficulty is in reaching a bipartisan consensus on who should pay for it and how. Trump never fulfilled his promises in this area because he was so loath to raise taxes.

Even had he been willing to raise taxes, that is absolutely off the table when the Republicans are in control (as they were of both houses for his first two years). So his own willingness, or the lack thereof, is moot.

I can get behind this....it is actually how Congress used to work.
