I know you've never served in the military, so I'll help you out here. The insurrectionist rioters had breached the Capitol and were attempting to storm the area in the Capitol where classified material was stored.

Lethal force is ALWAYS authorized to protect classified government material. Period.

The first rioter through the doorway found out the hard way, and her life was forfeit as a result. The rest of the rioters immediately tucked tail and executed a "full Korean manuever", retreating to safer spots to pillage.

The irony here is that the Russian government most likely already purchased the classified material from the former guy.
