The key word here is "unlicensed", which is music to BoBo's ears. He failed miserably with his unlicensed pot farm, perhaps he can now find the success that has thus far eluded him in life as the proprietor of an unlicensed Korean massage parlor.
 
This is more important than it first appears. The main benefit is that the Police are no longer in a position to solicit bribes/free services for protection. It also lets them work on more important stuff and frees up the clogging of the court system.

Excellent point.

A much overlooked problem with law enforcement officers.

The exploitation of their position for personal gain.

It's a problem with military personnel as well; primarily when they're deployed in an unsupervised policing/patrolling capacity in places with destabilized governments and minimal accountability.
