I don't think systemic racism is a problem, as the system is demonstrably anti-racist in it's current form.

Institutionalized racism hasn't been a problem for a long time, most living people have no memory of it in the US.

Yeah? How much opportunity do you have for getting a close look at problems minorities have with the police and the justice system? My wife deals with the CA homeless community on a daily basis. Even here on the left coast there is stark contrast between how people are typically treated if they are not white or if they do not have good language skills.
