For people who are homeless, elderly, not able bodied, etc. suffering extreme cold, especially when combined with power cuts, especially if they are unprepared because it's not something that ever usually happens in that region, is a tragedy. Even if their neighbours are racist.

Well, for some it's a bit more severe: Snow combined with ice, combined with temps close to 0*F (-18* C) combined with no heat because the power is out for some going on three days now. None on their own very significant, but combined all at once have been deadly for some.

Being cold sucks, but at least I have a woolly hat and gloves and electricity and food. Texas sound awful - shameful way for a first world country to end up.
