It would be pointless to only inoculate the guards because they could still catch it from the prisoners while waiting for the vaccine to become effective.


The ideal would be to do BOTH together.


But whether they should have priority over other vulnerable groups?

That's an awkward question. They are more at risk but also less likely to be so severely affected.
