Since the Bi-Blonde was caught shoplifting in a video store and she's a model, maybe she's a cosplay model and was dressed like one of the female characters from the game?
Also, maybe the video game is a hot, new release and the bi-blonde gets spanked in front of the line of people looking to get it?
I think the person who initiates the spanking idea should be another chick in the crowd; if this takes place in a mall, I think the mall cops are less likely to break things up if it's (mostly) another female doing the spanking.

What if it was not a video game store, but rather a top-end sex toy store, one perhaps selling a few pieces of basic bondage furniture?
It strikes me that a) somebody suggesting spanking vice police would be more credible in a sex shop than in ‘Gamz 4 U’, and b) the thief, having entered a sex store of her own free will and, perhaps, having lingered in front of the spanking bench, might be more likely to agree than somebody boosting something prosaic in a vanilla store.
