From what I understood the next debate will be a townhall format with questions from the public.

Biden should take and answer ALL the questions. The moderator should point out every time a question was intended for Trumpah lumpah, and make clear that he can't answer because he wouldn't participate.

Something like: "This question was intended for President Trump, but due to his unwillingness to participate, Vice President Biden will be given his time to respond."
