Is the user banned or blocked?

It usually means that the poster has had second thoughts, or has made a duplicate post, or has posted in the wrong thread. They have edited out the text but have to leave at least five characters.

A banned poster just disappears - until they are back with an alt.

With some, like BusyBody, on his 100+ alt - yes, although he makes no secret of his alts.
