When did the NCBI and WHO get to dictate the structure and authority roles of the US Federal Government???

That authority rest solely with the US Constitution last I checked.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Public health policy is almost entirely a state issue, and Trump respected the right of the states to handle it themselves.
