They role-play... only the thief gets to play the cop, and the cop gets to play the thief. And they each get to live out their fantasy. This could happen after they discover each other's professions. But if I were to write it, I'd never have them divulge their secrets to each other, and only the audience would be in on the irony.
Wrong question.
"How do they find out about each other" makes more sense, and thereby may answer your question.
"What do you do?"
"I'm a cop. What do you do?" (better if it was "detective")
To wit; the thief is supposed to respond with "I'm a thief"??? Obviously not, and thereby it's the "how does the cop find out?" that makes for a more interesting, naturally played out story, which will probably write itself.
While the current trend is that the man is the thief (of hearts), and the woman is the cop, I'd suggest having the man be the cop, and the woman be the thief. It would allow her to be more interesting as a character, while no one would be too surprised that the man is the fool who falls in love with a thief. Women are also more believably evasive about personal things in their lives. Yet it may trip the triggers that make the cop go "hmm" which makes him dig in and start to uncover what the woman is really about. However, it takes him a while to suspect what's really going on and since then has already gotten into bed with her. He likes her spontaneity and daring behavior. She likes that he is not the kind to take from her, plus there's the excitement of her possibly being caught.
Women are more likely to suspect they are being lied to, which if she is the cop, makes it a shorter journey to "What happens then" but I like a slower build that makes it more believable why the cop has such a moral dilemma of "what happens then?" He is caught flat-footed (no pun intended (okay, I lie)), Instinct screams "Book her, Danno!" but she's not like any woman he's ever met before. She is already set to run, but see's he is caught between love and hate. That causes her to reconsider. That he fights so strongly with his base instincts makes her realize how much he likes her. Instinct screams "Run!" but what are all the sparklies and shinies without someone to share them with? Maybe he is the one she's looked for all her life! Drat that she fell for a cop!
Will he try to make an honest girl of her? (of course) Will she try to tempt him with the riches of Scrooge McDuck? (Natch') But a leopard can't change it's spots. Thereby I suspect it would be a better story with no HEA, but where they go their separate ways with "I'll give you a 30 seconds." Which, again, shouldn't surprise that the man chases after the woman, which delights her to no end.

Then chase her down and do it all over again.
I feel like a nice, slow build is he notices she took something small - a pair of shoes maybe. Maybe he notices this fact whilst indisposed; for example he might only notice the label when she rests them on his shoulders so he can fuck her deeper. He could have stopped right then and taken her in for questioning, but it would have been criminal to silence her moans. He knows cops who'd slap the handcuffs on the moment they came, but that's never been him. He can't just let it slide though. He gives her a little friendly advice:
"You've got till 9AM tomorrow to put it back. That's when they check the stock and, if anything's missing, the security tapes. That's when I get my call, or not. I really hope this time it's a not. "
"What are you doing tomorrow night?"
"Depends what you're doing tomorrow morning."
The next morning, he's pleased when the phone doesn't ring, but decides to check in on the place just in case.
"Morning officer, you find everything ok last night?" His heart sinks "We could use those tapes back when you're done with them."
His brand of cigarette in the ash tray. His business card beneath it. Her eyeliner on the back, a simple message: Motel 7. Tonight. 9. No need to bring handcuffs, I already have some."
I like all the little tensions in this: is she looking too hot to arrest, or is tonight the night? Does he have her in the palm of his hand, or is she playing him like a fiddle? Hey, maybe the judge would have sentenced her to 3 hours doggystyle anyway...

I like the idea of a male thief- very Cary Grant like- and a female cop.
Many posters have lost sight of my thought that they meet through online dating- both having jobs where it is hard to meet eligible opposites. Their profiles do not list their real occupations. The real fun starts once they realise.
Another version might expand to include the original pair, except they also have platonic partners- the thief works with his sister and the female cop has a gruff older partner...

That would be good. You are always hearing about female celebrities, who have all the money they need, being caught shoplifting just for the thrill. How about a LP (loss prevention) officer in a high-end Rodeo Drive store who takes these celebs into a back room and blackmails them into sex to let them go?
