Because even if they are free they offer online purchases of things that will help your game. I play a game where you spin a wheel. When you are out of spins you can buy some. I never have.

It may also be a (mostly hopeless) attempt to reduce multi-accounting and other forms of cheating, at least by verifying there's a person behind the user.
