You do have to admire their ability to reconcile the conflict though.

Washington DC is a Federal District under the thumb of congress. And as such the top administrator, in this case Trump, is in reality the "Top Cop." Police anywhere can secure an area for virtually any purpose. Go try to hold a "peaceful protest" inside an area marked with crime scene tape and see what happens.

While a crowd may assemble for the purposes of peaceful protest they are also obligated to disburse when given a lawful order to do so by the police or any other authority. If they do not disburse then reasonable force can be used to cause them to do so.

Wash. DC also happens to be a Federal Military District and as such Trump could order the Army in and wouldn't even have to declare Martial Law.
