I think Trump has regretted from time to time having fallen into the White House. Staying in the private sector would likely have kept his crimes and corruption under wraps into his retirement and posterity. He's toast historically now.
 
To regret something you have to admit to yourself that you made a mistake or an error .Trump cannot do that hence his flailing around blaming everyone but himself .

The White House instituted safety protocols nearly two months ago,
including frequent temperature checks.

to reopen broadly — in other words, getting businesses to relax social distancing
without enough testing to detect and trace new infections.
