We have all had bad political leaders over the years, over here we had Tony Blair, lied to the country over the Iraq war, and left the country broke when he resigned,but from here Trump tops the lot.
This might upset some of you, but it is from a friend across the pond, how can you even think of putting him back in The White House for another term,.the man is making your country the laughing stock of the world. because of his mishandling of the corona crisis you now have over 50000 dead, where will it end.

Do they have testing capacity and infrastructure to measure it?

I don't say they don't, I honestly don't know. But numbers of reported cases and even deaths are directly dependent on testing strategy implemented.
