Let's see here. He cut $15 billion across several groups, the NSC in particular. Some of the cuts from CDC were actually moved to NIH due to duplication of efforts. Now he's throwing in $2.5 billion for the current, and temporary, emergency. Apparently that other ongoing $12.5 billion/yr. wasn't required. How about that?

There is all sorts of hand wringing and whining about test kits and finger pointing that those "cuts" were responsible. How does that work? If the cuts hadn't been made all of those folks would have ordered a gazillion kits for a disease that they didn't know was coming and had no way of designing the kits so they would test for the proper bug. All of those folks could see into the future? Remarkable.

You're missing a lot of facts here. No president has ever made cuts to that department. The tests that he shipped out were incomplete and useless. It's not about "seeing into the future". It's about his terrible reaction and lies. At the presser today when asked if he takes responsibility, he shrugged it off and deferred to an unprepared expert
