........
There are several places where this fantasy is reality.
Club Hedonism in Jamaica (now closed, I think temporarily) is one example.
Cap d'Agde in France is a nudist town. It used to be just regular nudists, but the so-called "libertines" are slowly taking it over. Libertines are the sex-any-place-any-time-any-one crowd. the beach is divided into 3 parts: Family nudists, regular nudists, and libertines - where you can guarantee seeing at least one public display of some kind of sexual activity.
Then, for non-sexual nudist places: Pascoe County in Florida is home to several clothing-optional neighborhoods, and the pools are mandatory nude. Most of those places are populated by genuine nudists with no sexual intentions, but one of them has a robust swinger culture behind the scenes.
And of course there are several nude beaches - Haulover being the best. (See my screen name) I've never seen sexual activity on Haulover, but I have seen sex on Baker Beach in San Francisco.
So, to write stories about an all-nudist, public sex scenario - I'd suggest : research these, base the story on one of them, and then let the imagination fly.
The law in the state of Oregon in the USA is actually pretty lenient on nudity. For example: To be charged with public indecency, you have to be engaged in a sexual act or an act intended to arouse the sexual desires of another.
But, I wonder if a nude culture/society/world wouldn't have the effect of dampening the energy of sexual attraction and desire? Is it not somewhat the mystery of the unknown that fuels the fires? I suppose our prehistoric ancestors were more nude than not, and somehow they got the "nasty" on — but was it erotic?

Hedonism II in Jamaica is most certainly not closed. ...
I think we often miss one aspect of clothing that pretty much guarantees that all-nude society won't evolve naturally: signal value of clothing. It is a medium, and an important one. Mandatory nude environments often are such primary for removal of this signal chanel, thus forcing equality and openness or at least unwittingly benefiting from this effect. At the same time staff -- as opposed to patrons -- are required to wear clothes; supposedly for safety/hygiene reasons, but actually for clear status declarations just as much.
Sure, there's always workarounds. It easily could be non-covering 'clothing' or just jewelry or accessories or even paint.
Finally, there's always the sheer practicality, and I don't mind thermo isolation that much -- the temperature range humans can adapt to being naked with some training is much greater than most would admit comfortable, and even more if the exposure is time limited. However, you do not fry greasy foods without an apron, and you never ever operate chainsaw with your hard dick waving around free.
So, as hot and arousing the idea about nude world is, absolute solution is absurd. Much more realistic and probably even more intriguing is environment where nudity is prevailing but not absolute or uniformly enforced. For example it's easy to imagine (for me) that people wear formal clothing to work, but prefer nudity for home and entertainment environments.
Thanks for the correction. Not sure why I thought it was closed. (Did it close for a while, perhaps?)
Anyway, I haven't been there, but know many who have. And since it's still there, it's just taken a high place on my bucket list!![]()
......All of which, perhaps, leads back to Hedonism II. Might this be a ‘resort planet’, one where liberated and rich adults come for vacations?
